  • 10/1/2026: Oklahoma released Public Notice and the Draft 1332 Waiver Application. The State is accepting public comments during a 30-day period from October 1, 2026 to October 31, 2026. Public hearings will be held on October 13th and October 14th. A tribal consultation will be held on October 22nd.

Overview

Oklahoma is pursuing a Section 1332 State Innovation Waiver, which allows states to implement innovative approaches to providing residents with access to affordable, high-quality health insurance coverage. Oklahoma House Bill 1512 authorized the Insurance Commissioner to pursue this waiver and submit an application to the federal government on behalf of the State.

Through this waiver, Oklahoma is seeking federal approval to implement a reinsurance program designed to improve affordability and strengthen the individual health insurance market. The proposed reinsurance program will help reduce premiums in high-cost regions of the state with limited issuer participation to make coverage more affordable for Oklahomans.

Public Comment Period

Oklahoma released a Public Notice and the Draft 1332 Waiver Application for public comment on October 1, 2026. Comments received during the public comment period will be reviewed and considered before the State submits its final application to the federal government.

PUBLIC HEARING #1: Tuesday, October 13, 2026 at 2:00 PM CT

Previous 1332 Waiver Information
