This division is charged with the responsibility of monitoring the financial conditions of the following:

  • Domestic and Foreign Insurance Companies
  • Captives
  • Certified Reinsurers
  • Accredited Reinsurers
  • Surplus Lines
  • Health Maintenance Organizations
  • Risk Retention Groups
  • Title
  • Dental Organizations
  • Pre-Paid Legal Organizations

  • Anti-Fraud Assessments
  • Insurance Business Transfers
  • Workers Compensation

These entities are approved to transact business in Oklahoma within the guidelines of the Oklahoma insurance laws, rules and regulations. They are regulated to ensure that each will be able to meet its financial obligations to policyholders and creditors. Qualification is determined according to Title 36 of the Oklahoma Statutes. Other responsibilities include scheduling of examinations & deposits/withdrawals of securities.


The Division is staffed by 28 employees: Deputy Commissioner of Finance, Chief Examiner, Deputy Chief Examiner, Examiner 1, Chief Financial Analyst, 4 Financial Analysts, Captive Financial Analyst, Financial Operations Officer, 2 Administrative Assistants, Chief Actuary, Actuary, Market Regulation Manager, 2 Market Conduct Analysts, Rate & Form Compliance Division Manager, Manager of Statistical Analyst, 8 Rate & Form Analysts
