RE: Oklahoma Health Insurance Marketplace Transition Effective May 1, 2026
FROM: Glen Mulready, Oklahoma Insurance Commissioner
DATE: May 1, 2026

PURPOSE OF THIS NOTICE

Effective today, May 1, 2026, Oklahoma has transitioned to a State-based Exchange on the Federal Platform (SBE-FP), achieving a significant milestone toward more control of its individual market and consumer experience. Oklahoma consumers will continue to use HealthCare.gov to shop for and enroll in health coverage for plan years 2026 and 2027.

As part of this transition, the Oklahoma Insurance Department (OID) will manage key Marketplace functions as an SBE-FP, including:

  • Public engagement and awareness
  • Community assistance programs
  • Health plan management
  • Consumer hotline support

This transition is the first step toward Oklahoma’s longer-term implementation of a full State-based Exchange (SBE) for the 2028 Open Enrollment Period.

What you need to know:

  • OID’s Get Covered page is now available as a central location for Oklahoma’s Health Insurance Marketplace coverage information, enrollment assistance, and answers to common questions: https://www.oid.ok.gov/ohim-get-covered/.
  • OID’s Marketplace website now includes a Find Local Help page to assist individuals in locating enrollment help available in their communities: https://www.oid.ok.gov/ohim-find-local-help/.
  • Consumers will continue to enroll on HealthCare.gov for plan years 2026 and 2027. There is no change at this time to the enrollment platform consumers use to apply for and select coverage.

OID will continue to provide additional communications and updates as Marketplace implementation activities progress.
