Disclaimer: The purpose of this bulletin is to inform all Property and Casualty Insurers licensed in Oklahoma of specific legislative changes for 2026. The Department’s intent is to help licensees be aware of changes that establish substantive mandates or require implementation changes. This bulletin is not intended to include every legislative change made in 2026.  Please refer to the Oklahoma Supreme Court Network (OSCN) webpage to view all changes.

House Bill 4143 (HB 4143) amends 47 O.S. § 10-108(A) as it relates to motor vehicle collisions occurring on all non-private property resulting in bodily injury, death, or damage to one vehicle or other property. HB 4143 raises the damage amount requiring the operator of a motor vehicle involved in such collision to file a written report with the Department of Public Safety from Three Hundred Dollars ($300.00) to Three Thousand Dollars ($3,000.00) if settlement of the collision has not been made within six (6) months after the date of the accident. If a settlement has been made, a report of the settlement must be made by the parties.

HB 4143 further creates new law in which no report is required when all parties involved agree to exchange information and there is no injury, no death, and no damage to property other than vehicles.

HB 4143 becomes effective November 1, 2026.
