The purpose of this bulletin is to inform all persons and organizations subject to the jurisdiction of the Insurance Commissioner of the rule changes for 2026. Rule changes are effective July 25, 2026.
Property and Casualty – Chapter 15
The change made to Chapter 15 increases the timeframe for notification from an insurer to a policyholder regarding the non-renewal of a homeowners insurance policy or any other personal residential insurance coverage. Insurers shall now give at least sixty (60) days’ notice prior to the date of cancellation or non-renewal of a homeowners insurance policy or any other personal residential insurance coverage.
If the cancellation or non-renewal is for one of the reasons listed in 36 O.S. § 3639.1(A), insurers shall give at least ten (10) days’ notice prior to the date of cancellation and thirty (30) days’ notice prior to the date of non-renewal of a homeowners insurance policy or any other personal residential insurance coverage. The following rule was amended in Chapter 15:

Other Licensees – Chapter 25
The amendments to Chapter 25 remove outdated provisions related to a discontinued long-term care insurance program and modernize the Department’s redomestication and insurance holding company filing requirements.
Form R and insurance holding company Forms A, B, C, D, E, and F will be maintained on the Oklahoma Insurance Department website rather than within the appendices to Chapter 25. Accordingly, the appendices containing Forms A through F are revoked and replaced by the applicable templates and filing instructions published on the Department’s website.
Revocation of these appendices does not eliminate or otherwise modify the underlying statutory filing requirements. Beginning on the applicable implementation date, filers must use the current forms and instructions available on the Department’s website.
The amendments also address electronic filings and signatures, clarify certain Form A filing procedures, and establish requirements for affiliated management, service, and cost-sharing agreements submitted under Form D. Additional implementation guidance regarding Forms A through F will be provided in a separate Department bulletin. The following rules were amended in Chapter 25:

Health Maintenance Organizations (HMOs) – Chapter 40
The amendments to Chapter 40 modernize the filing requirements applicable to health maintenance organizations and remove forms from the regulatory appendices. Applicable HMO filing templates and instructions, including HMO Forms A and B, will instead be maintained and published on the Oklahoma Insurance Department website.
Revocation of the appendices does not eliminate or otherwise modify the underlying statutory filing requirements. Beginning on the applicable implementation date, HMOs and other filers must use the current forms and instructions available on the Department’s website.
The amendments separately remove obsolete Prompt Pay forms from the appendices. This change should not be interpreted as eliminating any applicable Prompt Pay requirements established by statute or rule. The following rules were amended in Chapter 40:
