Oklahoma City Insurance Producer’s License Revoked for Conducting Business With Expired License, Providing Fraudulent Documents

 

OKLAHOMA CITY – The Oklahoma Insurance Department (OID) has revoked the Oklahoma producer license of Brent Carter, a formerly licensed insurance producer from Oklahoma City, following an investigation by OID’s Anti-Fraud Unit.

OID opened the investigation after receiving a complaint stating that Carter identified himself as a licensed Oklahoma insurance producer and provided fraudulent insurance documents.

A show cause hearing was held at OID’s offices on Dec. 10, 2025, before an independent examiner. After reviewing all evidence, the hearing officer determined that Carter violated state law by selling, soliciting or negotiating insurance without a valid license; accepting insurance premiums without remitting the funds to the appropriate insurance company; misrepresenting himself as a licensed insurance producer; and providing false insurance documents that led an insured individual to believe they had coverage when they did not.

In accordance with Oklahoma statutes, OID issued Carter a $1,000 fine and revoked his license and ability to gain licensure. Carter was the owner of United Risk Managers of Oklahoma, LLC.
