DEFINITION: 

Under the supervision of the HR Director, the HR Management Specialist II is assigned responsibilities involving personnel actions, retirement, recruitment, employee engagement, employee benefits, and training. 

DUTIES AND RESPONSIBILITIES: 

  • Performs administrative duties such as maintaining employee databases and sorting mail/emails for the HR division. 
  • Serve as a benefits and retirement coordinator, answer questions for employees and provide administrative support to them. 
  • Coordinate new hire orientation for employees 
  • Assist the HR Director with OID training needs; to include scheduling, preparing information, setting up and cleaning up training room. 
  • Prepare and perform agency recruiting activities such as prepare recruiting announcements; interviews applicants; completes background checks, etc. 
  • Assists with the FMLA process, having a thorough knowledge of FMLA laws and processes. 
  • Assist agency employees with complaints or grievances as needed. 
  • Maintains a system of employee personnel records. 
  • Maintain agency compliance on items like PMP status and annual training requirements. 
  • Prepare RFE’s for HR. 
  • Rotational shifts covering the front desk and mail room. 
  • Small job-related travel as necessary. 
  • Ability to multitask and to provide assistance within the agency, as instructed by the HR Director. 
  • • Other duties as assigned 

KNOWLEDGE AND SKILLS: 

Knowledge, Skills and Abilities required at this level include knowledge of human resources management policies and procedures; of Civil Service Division, the Oklahoma Personnel Act, and other applicable laws, rules and standards related to human resource management; of records maintenance; and of business communications. Ability is required to establish and maintain effective working relationships with others; to understand and apply applicable rules, laws, and policies; and to analyze and interpret these rules in various situations. 

EDUCATION AND EXPERIENCE: 

Education and Experience at this level consist of a bachelor’s degree in Human Resources, or equivalent education and experience, with at least 6 years in Human Resources experience. 

WORK ENVIRONMENT/ABILITIES: 

This position will be located in a high traffic area and can be very noisy. The ability to focus in loud spaces would be helpful. The ability to lift paper boxes, file boxes, etc., not more than 50 lbs.
