Director of Rate & Form

DEFINITION: 

Under the direction of the General Counsel, responsible for the daily operations of the division which approves the policies and forms for all Life & Health products and Property & Casualty products sold in Oklahoma. Certifies 142 utilization review organizations and licenses new and renewal advisory organizations to operate in Oklahoma. Ensures a timely and accurate implementation of policies, statutes, and rules. Supervises the staff assigned to the Rate and Form Division including policy analysts, the statistical manager, and support staff. Must be capable of accepting specialty assignments requiring specialized knowledge and research skills. Develops and presents programs to train/inform others and groups in both the Life and Health and Property and Casualty insurance. 

DUTIES AND RESPONSIBILITIES: 

  • Managing R&F Division:
    • Provide leadership for Rate and Form Division which includes the following:
      • Ensure staff have all necessary education and training to effectively review company filings for compliance with Oklahoma statutes, regulations, procedures, and guidelines. 
      • Mentor and coach staff. 
      • Address issues or concerns raised by companies that are filing their products with the Rate and Form Division such as the correct line of authority, filings that are not in compliance with OK statutes regulation, procedures, and guidelines, filing fees etc. 
      • Counsel and discipline staff. 
      • Maintain necessary staff by recruiting, selecting, orienting, and training employees. 
      • Prepare initial, midyear and annual performance evaluations of staff and appropriately approve leave requests. 
      • Attend daily, weekly, monthly conference calls. 
      • Attend various internal and external meetings. 
      • Draft reports to upper management. 
      • Maintain quality service by enforcing quality and customer service standards to companies through compliance products. 
    • Point of contact
      • Provide support to all divisions at the Oklahoma Insurance Department. 
      • Provide support to outside stakeholders. 
  • Rate Analyst III
    • Review assigned life and health or property and casualty filings for compliance with statutes, regulations, procedures, and guidelines to meet with NAIC speed to market model. 
    • License and renew advisory organizations. 
    • Maintain professional and technical knowledge by:
      • Attending educational workshops. 
      • Reviewing professional publications. 
      • Participating in professional societies. 
      • Participating in NAIC Task Force, Working Groups, and Subgroups. 
      • Continuing higher professional education in insurance and management.

KNOWLEDGE AND SKILLS: 

Knowledge of the Insurance Code and all rules and statutes for Life, Accident and Health insurance and Property and Casualty insurance; Utilization Review and Advisory Organization. Excellent analytical and administration skills, attention to detail, organizational skills, time management, oral and written communication skills, problem-solving skills, and interpersonal skills. Advanced ability to analyze situations accurately and adopt effective and proper courses of action; to establish and maintain effective working relationships with agency personnel, industry stakeholders and the public. 

EDUCATION AND EXPERIENCE: 

Bachelor’s degree and insurance industry experience. Experience in leading, managing, and supervising employees. Preferred Insurance and Management Designations: CPCU, FLMI, CPM, CIC, AIAF, ARC, PIR, INS, CISR, ACS, Introduction to Underwriting, and Insurance Regulation.

The selected applicant must pass a background check. Individual may be required to pursue NAIC designations as job duties require.
